An opportunity came up for this in 1943 when he and his men spied on a meeting with military and government officials in Quebec City. He kidnapped General Bedoin, who had earlier met with British Prime Minister Winston Churchill and was going to communicate information on the Nazis to Canadian Prime Minister McKenzie King and American President Franklin Delano Roosevelt to discuss methods plans on beating the Nazis. Although loyal to his country, Von Hartmann also sought to line his own pockets and contacted Bedoin's daughter Ramona and demanded that she pay a $25,000 ransom and provide him with military plans for the safe release of her father. This plot was discovered by Captain America and Bucky who were vacationing in the area. Both heroes came to the aid of Ramona, but were subsequently captured. Captain America was freed by Ramona but Bucky was taken to an island hideout where the General was being kept.
